The outlet to my washer machine only has one outlet, I want to set up a network rack above the washer machine, can I switch the single outlet receptacle to a duplex receptacle? This outlet is 120v right?

If it is a dedicated circuit, would it do any harm adding a router, switch, NAS, VOIP box and modem to it? In total probably about 150 watts.
Yes, it is almost definitely 110-120 volts. If you can unplug your washer, and plug in a lamp, that tells us that the outlet is designed for 110. If the bulb burns at normal brightness, 110 (+-). A meter would be more accurate, and could tell you, for sure, that the outlet is grounded, but it isn't strictly necessary.
Yes, you can change the outlet to a duplex, if you can get a variance from the local "authority having jurisdiction". Call the building department. However, you will be required to replace the original outlet when you vacate the premises.
There will be fees involved, but, it might be worth it.
N.B. of course- the circuit must not be loaded to more than 80% of the circuit breaker rating.
However, I have to question the wisdom of putting all of those electronics in with the washer. Humidity, heat, possibility of bursting of the hoses, involving water spraying everywhere, etc.
