Cords can heat up with high current. If the cord is out, then it can cool effectively. If it is rolled up, the inside can overheat.

Inductance isn't a factor. We are talking about only 50 or 60 Hz, and extension cords have fairly large conductors (low inductance). Compare this with a transformer, both wire size and the number of windings, and the reeled extension cord doesn't really come close.
Extension cord ratings are based strictly on the current that can be handled safely.
