My local library didn't have the Twilight series, and I remember when The Da Vinci Code was released and a huge bestseller, our library did not have the book on their shelves until over a year later.
Libraries run reservation services. Customers can ask in advance of publication to go on a waiting list for a book. A bestseller often has a very long waiting list. Most libraries buy a bestseller as soon as it is published but you won't see the book on the shelves until everyone on the list has had a chance to read it. In some ways, that is a good thing because it means people are reading it.
In my experience, we bought dozens of the Harry Potter books to satisfy long waiting lists. We bought them on the day they were published. Many of those books are now sitting on the shelves unread. In these days of spending cuts, libraries have to think very carefully before buying multiple copies of books.
