Electrical receptacle stopped working?
15amp electrical receptacle stopped working after plugging in a power tool. The power tool sparked, I turned it off, unpluged it. Other electrical devices do not work in the outlet. No breakers appears to have been tripped and I do not know which breaker corresponds to this receptacle. Not a gfi / gfci receptacle but it is in a hallway outside the bathroom.

basic electric meter - kind with 2 metal tips and light bulb shows no power from the wires?
bought a new receptacle, same as old one and plan to reinstall it but is this the issue or am I looking at a larger issue?
I do not understand what you mean by looking at other recetacles. I have checked the other rooms and all seems to work.
The bad recetacle had 3 wires - a white, black and brass (ground)

Your power tool shorted. All your other receptacles and lights work (I'm guessing that includes the GFCI in the bathroom) - so that should rule out tripped breakers or GFCI's. The problem should be fairly close to where the fault occurred. Check to see if there is power in the outlet box for your receptacle.
Turn the power off first. If your not sure which breaker it is, turn off the main breaker. Remove the receptacle. Disconnect the wires from the receptacle. Pull them out so that they stick out of the box and separate them. Turn the power back on and check to see if there is power. Check both, black to ground and black to neutral. If there is power there, then turn off your breaker again and install your replacement receptacle.
If there is no power there, then you should start by checking the outlets closest to this receptacle (don't forget to look on the other side of the wall for receptacles there). If your circuits were wired by using the "quick-wire" connections on the receptacles, these connections can be very weak and can easily burn out on a small arc.
Turn the power off again. Pull out the closest receptacle. If you have two or more cables coming into the receptacle, one of them might feed to your non-working receptacle. Disconnect the wires and visually check them to see if there are any noticeable burn marks on the wires. Twist the wires together (all blacks together, all whites together). Turn the power back on and check to see if your receptacle is working. You can repeat this, working your way out from the origin, until you find the problem.
If you can't locate the problem using this method, you should call an electrical contractor.
